This is not saying that fools show wisdom in their silence, but that silence conceals their folly. It does show that foolishness is bound up in the heart of mankind, and that we should use discretion when we open our mouths. This was a difficult one to think through. It may be foolishness to those who cant see it, but may we never get weary of telling those people the Gospel. For we know, that the Gospel is the power unto salvation to those who believe. Love God, and walk in his ways and find life, both present and eternal .  The alternative, comes in the next couple of verses.  Reject God,  and his ways and you will find death, both in this present life and for all of eternity.  Something to consider wisely.
